




ABOUT US
Goliad EDC was created in 2017 to enhance business and job opportunities for the city of Goliad. In 2024, the GEDC officially contracted with the VEDC Regional Partnership (Victoria Economic Development Corporation) to strengthen the economic base and the standard of living for all our residents through retention, expansion, attraction and development of primary jobs and capital investments. This includes workforce enhancement and business development for economic diversification and stabilization.
⦁ Provided a sign grant for businesses affected by Hurricane Harvey.
⦁ Funded the development of the Goliad Chamber of Commerce website.
⦁ Co-Hosted a Small Business Development Workshop with the Main Street Goliad and Goliad Chamber of Commerce.
⦁ Partnered with Main Street Goliad on the 2020 Imagine the Possibilities Tour.
⦁ Assisted two businesses in the capacity of Business Retention, who may have otherwise been forced to close, resulting in loss of jobs for employees.
⦁ We, in partnership with Main Street Goliad and the Goliad Chamber of Commerce, actively host free monthly business workshops with topics focused on, and intended, for small business owners.
⦁ Marketing materials are being created to attract industry and business to the area.
⦁ Creating a Goliad Property Database (non-residential) to track inventory for projects considering Goliad as a site location.

Goliad Economic Development Corporation Board of Directors
The Goliad Economic Development Corporation (GEDC) Board of Directors is made up of dedicated professionals with diverse backgrounds, skills, and perspectives. Together, they work collaboratively to promote economic growth, attract investment, and create opportunities that contribute to long-term community wealth and prosperity for the City of Goliad.
To maintain a strong pool of qualified and engaged citizens, the GEDC accepts applications on an ongoing basis. This ensures we are prepared with a list of interested candidates when board openings become available.
If you are passionate about community development and want to make a difference in Goliad’s future, we encourage you to apply to be considered for future service.
Goliad EDC meets on the 3rd Thursday of every month at 5:30 inside Goliad City Hall Chambers.


Ashford Taylor
Chairman of the Board
Our Chairman, Ashford S. Taylor, is a multi-generation Goliad County resident who owns and operates a law practice and title company in Goliad. After working and living in larger metropolitan areas such as San Antonio and Houston, Ashford chose to begin his legal career in his hometown of Goliad. Ashford’s expansive legal expertise and extensive involvement in the title industry provides a great resource and knowledge base for the board. His commonsense approach to Economic Development offers a practical and realistic path for the prosperity of the community.
Outside of his professional life, Ashford spends many hours volunteering on numerous boards, including the Rotary Club of Goliad, St. Peter’s Lutheran Church (Ander), Goliad Senior Citizens Center, Goliad Golf Club and Goliad Youth’s Sports League where he coaches numerous sports teams, which is where his passion for providing a positive influence on the next generation(s) shines bright. He is a local product of Goliad that has a strong desire to make Goliad an even better place than it was when he was growing up.
One of Ashford’s stated goals is to attract businesses and help the existing businesses prosper such that his own children will have the desire and ability to raise their own families in Goliad in the future.
Ty Jimerson
Vice President
Ty Jimerson serves as Vice Chairman of the Goliad Economic Development Corporation, where he works to support business growth and community development throughout the region. He is the Regional Construction Manager for Tilson Homes, overseeing projects across South Texas. A resident of Goliad County, Ty is also the Swine Committee Chair for the Goliad County Fair Association. His professional experience and community involvement reflect a strong commitment to the future of Goliad.

Jayne Hoff

Hello and welcome to the Goliad Economic Development Corporation website! I’m Jayne Hoff, and I’m truly honored that you’re taking the time to learn more about our special corner of Texas.
As a lifelong resident of Goliad, I take great pride in our community — one that values its rich history while planning thoughtfully for the future. I spent 25 years serving as the City Administrator for Goliad and now continue my service to the community through the Administration Division at the Goliad County Sheriff’s Office.
My husband and I live and work on our family ranch, which has been in our family for more than 120 years. That deep-rooted connection to Goliad gives me an even greater appreciation for what makes this place so unique.

Paul Scotten

Remember Goliad!
My name is Paul Scotten, and I am honored to serve on the Economic Development Corporation Board of Directors, doing my part to help grow Goliad responsibly. My wife, Jennifer, is a lifelong resident of Goliad, and I am proud to have called this historic town my home for over 25 years. We raised our two sons, Joshua and Jonathon, here and deeply cherish our hometown, which is rich in history, culture, and known as the true birthplace of Texas ranching. I graduated from A.C. Jones High School in Beeville, Texas, in 1991. I continued my education at Bee County College (now Coastal Bend College) and Texas A&M University–Corpus Christi.
I am a U.S. Army veteran and a proud 2017 graduate of Harvard’s Business Mentor Management Program. I began my professional career in healthcare, serving as Director of Clinic Operations for Christus Healthcare in South Texas. I am also a former business owner and operator, having successfully run three businesses here in Goliad. Currently, I work in operations management for American Tower Corporation, where I oversee more than 2,500 locations across Texas for the world’s largest real estate investment trust. My community service began in 1997.
I have been a member of the Rotary Club, a founding director of the Goliad Education Foundation, and was honored with the City of Goliad’s Volunteer of the Year Award for 2011–2012. I also served on the Board of Directors for the Goliad Golf Club from 2010 to 2017 and have contributed to several other volunteer boards throughout the area. Jennifer and I are proud members of the Goliad First Baptist Church family.
We consider ourselves truly blessed to live in such a wonderful community—surrounded by incredible neighbors and full of rich potential for long-term growth and prosperity. If you’ve never experienced Goliad, you can’t get here fast enough - come see us!
Darren Gruetzmacher
Director
Darren Gruetzmacher is a long-time Goliad resident and entrepreneur. He graduated from Goliad High School and attended college in Waco, TX. After living and working in Houston for fourteen years he relocated his wife and four children to Goliad to help run his family’s business and raise his children in a small-town atmosphere.
After being involved in his family’s business, Darren split off and began an internet company to supply internet to rural Goliad County. He now runs three successful businesses in Goliad and has a vested interest in the economic well-being of his hometown.
Darren is a private pilot and enjoys flying any chance he gets. He also loves people and spending time getting to know new people. He is an active member of Goliad First Baptist Church and enjoys serving as a deacon there. He has also been a member of the Goliad Chamber of Commerce.
Darren and his wife, who grew up in Goliad, enjoy traveling and spending time with their growing family. As empty nesters they also enjoy entertaining and hosting people at their home. Darren considers it a pleasure to be able to serve his community on the economic development board.
